It did occur to me when I was doing it. It will be the left hand column. I'm going to watch the coming weeks and might go to monthly releases with release candidates between for those who want to jump early and/or test. So constant upgrades for the risk takers and more stable releases for the masses (hundreds of installations per version at the moment). If that was the case it would also give time to translate the welcome message based on the planned scope for the release if I get the welcome message what's new text up early in the cycle?

Even if it's all translated on due time, given that translations are not part of the upgrade, the first time the welcome message is displayed the left column will not be translated, unless the admin does the update of the .po beforehand...

Maybe this left column could fetch its content from small, basic HTML pages, one for each language, stored somewhere on the Internet, where updates could be done by translators, or based on contrib sent by translators ?

Incidentally, it would be interresting to have statistics on how many translations actually consider the dashboard (back end), rather than focussing on the frontend only....
